1/2 c. canola (or other vegetable) oil 1 c. red wine vinegar 1 c. lemon or lime juice 1/2 c. orange juice 2 c. water 1/4 c. peeled fresh garlic 1 1/2 Tbsp. white pepper 1 1/2 Tbsp. salt 2 Tbsp. ground cumin 2 Tbsp. chili powder 1 Tbsp. oregano 1/2 tsp. ground cloves 1/2 orange, sliced 1/2 bunch cilantro, chopped (no stems) Combine all ingredients and marinate beef for at least 1 hour before grilling.
